Stock Rim Offset and New Tire HELP!!!?

Stock Rim Offset and New Tire HELP!!!?
So i decided the rims i wanted to buy for my 95 black audi 90 are the Team Dynamics Pro Race 1

I cant figure out what offset to do because i am about to lower it just with lowering springs so it will drop maybe 1-2 inches but i want 17inch rims but not sure what offset to get for the car (either 38 or 45) any help would be appreciated.
Also i live in Washington State and get a lot of rain in the fall, winter and spring, also see a semi amount of snow but i want low profile all season tires that maybe are a little bit better in wet conditions. Any ideas on what tires to get?
