Is there a difference between the rear euro lights and plate tub
of an avant and a sedan?
The actual question is, will the rear inner lights and plate tub from a 90 avant fit a B4 90 Sedan?

No, B4 avant inners are the same as B3 sedan. You need one from a B4 sedan...
...and there never was a 90 Avant. Only the US/Canada called B4s 90s! ;o)

heh true =) but would a euro plate tub fit between US spec lights?
or do I have to get the lights as well?

Euro license plate bracket goes with Euro lights, US plate bracket goes with US lights...
...way different in size. Euro inners are much shorter - hence the longer plate bracket (for Euro license plates). US inner tails are much longer, hence the smaller plate bracket.
Either way you want B4 Euro tails (w/plate bracket) for a direct swap to a US B4. Kinda a all or nothing.
Also, if you're going to do it, get the outers as well - the look red/blink orange is a nice "safety" feature.
