Default Why can't the RS2 or any other B4 Avant be registered in the US as a kit car?...

I know they are 'forbidden' and cannot be federalized for whatever BS reasons. Why wouldn't kit-cars, which to my knowledge aren't required to comply with the DOT safety requirements, be the perfect loophole? Kit cars are registered as the car they are built around. Pontiac Fiero for example, or VW Bug. Why not import and Avant bodyshell, or even the whole car, and pass it off as an RS2 'kit' based on a 1993 90q or whatever car you got the window glass and center console from. If it came down to it, you could even cut and weld the VIN-bearing pieces from the 90, as well as swap the dash over. Of course, this would all be legal because it would be registered as a 'kit' and get the VIN of the 'base/donor' car anyway. Is this plausable or am I just dreaming here?

Default Maybe because Audi AG would see liabilty issues because the car was sold....

as a factory made vehicle for the rest of the world and there for be declared anything but a total vehicle. You risk having DOT knocking on your door, Lawyers representing Audi to demand to cease & desist. Plus other countless problems with possible insurance fraud, investigation by FBI for possible interstate and Patriot Act laws broken when transporting an illegal vehicle from outside the boundaries of the USA.
In this day & age Homeland Security easedrops and snoops in anything coming & going into this country.
All this to guarantee your safety as an American citizen. The Boys in Black are watching.
