Your dealer will probably give you the plate holder. It's a hideous piece but of course
it keeps you from getting pulled over. A lot of people want the filler plate over the license plate holder.
Personally, I would just get some doublestick tape, throw on the plate temporarily and drive to the Police station to get it signed off. Afterwards take it back off. I get a lot of attention for my Euro plates but have only had to go through the sign off process one time. Its not a huge deal though and it costs $15 only. (Im in Cali also)

remove cover plate, epoxy harddrive magnets to the back. cut heads off license plate screws...
epoxy those to the plate. Slap the plate on the front cover and decide what you're gonna do next yourself.

I'm not certain as to what the law is like in other states, but in this state they
are considered a "fix-it" ticket and when you're cited, it requires that the issue is fixed and the ticket is signed by an officer. I would imagine other states have a similar procedure.
I actually have my license plate holder with an attached CA license plate that I can snap on over my EU plate if need be. I never run a front license plate on any of my cars and likely never will but the downside is that I can be cited. It doesn't happen often though because I have only been cited two times in more than 10 years time.

anyone have specific directions on how to get the filler plate off?
I was going to do the magnet trick, but upon first inspection, it didnt look particularly simple. I still want to revert back to that after my plate is installed likely since Im not happy with how it messes up the look of the front of the car.

Have you seen the tow hook mount????
I got this for my m3.

I have the plate mounted on the bracket but keep it in my trunk. my "plan" if i ever get pulled over is to tell the cop I take the bracket off when i go through the car wash..i must have forgotten to attach it. if i find that doesn't work i can always pull the trigger and drill the holes. seemed like a cheap option to test out.

In a total of 12 car-years of driving around WA, I got one ticket for no front plate, tacked onto
a parking ticket in downtown Seattle. Well worth it to me. In fact, if WA asked, I'd pay extra on my yearly reg to be exempt from the front plate rule.
