steering wheel adjustment on 2017 S5

Default steering wheel adjustment on 2017 S5
The owners manual says the steering wheel adjusts up, down, in and out but the steering wheel only seems to move in and out. Seems to be all the way up. I pull the lever underneath and it won't move down.

Suggestions?
