It's a US regulatory body. I hate to make this post political, but I can almost guarantee that if Ford or GM were pioneering this technology, their powerful lobby would have had it allowed on the roads the day it premiered. A huge challenge to automotive progress in the US is that the US manufacturers are not pioneers (except Tesla) and the US govt is not quick to do foreign manufacturers any favors, especially under the current administration (although I think that last part has little to do with it -- I believe the NHTSA is largely apolitical).
I mean, isn't it funny that we've had driverless cars tearing around California for years now but a dude can't get an adaptive headlight even if he wants to pay top dollar for one?

I was going to say that the addition of a night with your wife would actually weaken your bargaining position, but I thought it might not be taken in the spirit that it was intended.

But damn, those headlights are way cool. As an electrical engineer and computer programmer, I totally love the integration of the tech and appreciate how some things are designed with the forethought of "this will work once the technology catches up to our dreams".

Sometimes, especially with the anonymity of a bulletin board, it seems we’re all too sensitive. Had duhg’s comment been aimed at my wife, I would have countered with, “yeah but 2 nights would have completely ruled out my bargaining position” — but that’s just me.
