No, from what I read it records your VIN when you use it, can only be reused on the same car.

Just ordered it..
Traffic sign recognition is something I have been missing since day one of ownership. My salesman actually told me my car had it upon ordering however I later learned I needed the Drivers Assist package to have VZE.

I would imagine there must be a way to do the same thing with an OBD II since this dongle doesn't stay plugged in to the car. No one has been able to figure it out yet.

You can code the settings with OBD II easily. but without flashing the cameras - which it can't do, it won't actually work. That's the part the dongle is needed for.

Is this different then the built in Traffic Sign recognition with DAP? It works amazingly well but does this improve it or something?

No this is for cars without DAP. Without DAP we do not get traffic sign recognition. This gives it to us.

So even without DAP the car has a front facing camera? I didn't know that.

Yep I have the camera, not sure what package level it requires to get it. Mine is a S5 Prestige.
The only option I don't have is DAP, I took allocation of a car that was already scheduled to be built so I couldn't pick my options or I would have gotten it.
