I'm betting that spike was for the cement tire stop that was there at one time but is now gone leaving the spike behind. I am sure that has caused a bit of bumper, tire, and/or leg damage since then.

LOL.
There was actually a tall plastic pylon covering that I moved because it was in the way of taking the picture.
