Difference between '02 APB and '03 BEL engines? Listed as 17mpg ('02) and 19mpg ('03) combined.

Difference between '02 APB and '03 BEL engines? Listed as 17mpg ('02) and 19mpg ('03) combined.
I haven't been able to find any differences in the two engines by looking at the eBahn manual so what's the deal? What was changed that resulted in a 2mpg increase from '02 to '03?

Well they eliminated the Ignition power stage control modules, but I doubt that did it.
I haven't seen any other differences, other than all of the plastic engine items are made of cheaper and thinner plastic.

Is this the power output stage that was moved to the ignition coils in the BEL engine?
A search on this board didn't turn up a single discussion about the differences between the two engines. I find that surprising since there are plenty of '02 and '03 2.7L owners on this board.
