Default Horsepower reported over OBD-II

I am testing a Scangauge II which is a small computer with lcd device that connects to the car via OBD-II and can do some amazing mpg/trip stuff, plus reads dtc codes. It also has a gauge feature and reads whatever the car put out. One gauge is a measure of horsepower. The car reports mostly 10 -50 in normal driving, but when I slam and run up to redline I have seen as high as 376. Anyone know what this is actually measuring? My car is chipped by APR.

using Vagcom I get similar numbers (high was 394). How accurate is this stuff?
