studdable vs studless
Here in Toronto, it's against the law. Not necessary at all. Just get some decent winter tires, read reviews on tirerack, they can be insightful.
Only people from Northern Ontario are permitted to have studded tires. And this is Canada (where we stereotypically, supposedly have snow 24/7/365).
When it's slick, it's REALLY slick--32F with ice/snow/slush. I drove for years in the midwest and NE without needing winter tires. The PNW is different--you definitely need chains, studs, or (hopefully) studless tires when it gets icy.

Yes, ice, particularly right around freezing, warrants significant respect (and all the hardware you can throw at it).
