Turn signals stick and dont flash when you turb them left or right.

Turn signals stick and dont flash when you turb them left or right.
They were clicking not normal earlyer this week and i just thought i needed to replace bulbs but now when you indicate a left or right turn they just light solid and dont flash. I searched and came up with nothing. Anyone have any idea.

It could be the hazard relay OR the signal stalk...
