AC compressor turned off at a light today, what could cause this?

It is normal for the compressor to cycle on/off
The compressor only runs when you need it. The HVAC control unit tells the compressor when to turn on if the temp starts to get too high in the cabin. It would need to be really hot for the compressor to run continuosly.

But is it normal for it to flash on/off? If I'm...
driving down the freeway, it flashes on/off every couple of seconds. And everytime it turns on, the car starts to shake. If i'm sitting at a light or in traffic, it doesn't work at all.

I have new compressor and it still cuts on and off
On really hot days here in ATL it will cut off at a stop light. As soon as I take off it cuts back on. I need to bring the car in to have the freon level checked. Low freon will cause this affect from what I hear.
