It is not unheard of...
..for distributors and station owners to substitute lower octane fuel in place of "Super".
In fact, I know of a station in Salem, OR that had all three pump types hooked up to the same underground tank.
Octane testing is expensive and takes time, so nobody actually does it unless there's a complaint. I'm thinking of doing that here - if my WOT ping isn't solved soon. I'm going to test with straight toluene soon...
