Concrete/water spray. Recommendations?

Concrete/water spray. Recommendations?
My fiance was driving home on the Dulles Greenway in NoVA. She drove through a construction zone, where they were working on the overpass. Below is what happened:

Any recommendations? Since I'm a neophyte to clay, and I don't own a PC or any powered buffers, would I be best to turn this over to a pro? And if so, any recommendations in the NoVA area?

I think I found a solution!

Applied vinegar with a MF cloth, then went over with detailing spray.
Will finish the rest of the car when it's cooler out, then wash and wax.
