I haven't used clay bar in 4 years, Just occasional wash 'n wax. Best way to prep?
I've been too busy with having and raising kids to spend quality time with my car. Now I want to try to clean up the car again.
I probably will only have enough time to do one panel/door at a time. What's the best way to get the paint ready for clay bar? (Remember it has been over 4 years since I last clayed the car.) After washing should I use hand glaze first to get rid of those tiny tar spots?
Should I do anything else after clay and before wax?

Isn't clay the best thing to get rid of the tiny tar spots? Just wash it, dry and clay away.
You can just use a quick detailer spray for each panel....spray the clay, then the panel and clay it, then wipe dry with a microfiber cloth. Since your car is silver you probably won't even need to polish after the clay...doubt your going to be able to see and noticeable marks. Just put wax on after. Since it's been so long, get a couple clay bars just to be safe, and remember to fold and remold the clay so you're not just rubbing all the **** that's been on there for 4 years all over.
