Is it necessary to follow 3M SMR with 3M IHG or can I go straight to waxing?

not necissary
IHG will fill in some swirls that the SMR doesn't remove, it will also coat the paint in a shiney oil. It also has some mild cleaning abilities, weither or not your paint needs that or not.
The shiney oil aspect will only last a few weeks, along with the swirl filling, so it depends if you feel the extra work is worth the cleaning/filling/oils.
No hard done going straight to wax though.

I do the same, I think the extra work of giving the car a round of IHG to follow SMR is WELL worth
the time and effort. Of course both are low due to the fact that I use a 7424 for all my detailing.
