My Pagid pads came with 4 new bolts: Are those to replace the bolts..
that hold the caliper to the slider pins? They have some red loctite-like stuff on them.
Is it best to use new bolts?

Yes and Yes
They should be #1 in this pic. Just confirm that the new bolts have the same length and thread pitch as the ones you remove. BTW: If you ever have to re-use the bolts or buy new, always be sure to use a drop of Blue Loctite on the threads.

Thanks! Ironic: I purchased both a 7mm hex socket & blue Loctite...
at the autoparts store in anticipation of the reassembly! The replacement bolts are a normal bolt as in the the picture you provided.
Disassembly went a bit slow with a hex key.
