In the Understanding the Claims Process section:
"Collision or Upset Coverage: If you purchased Collision or Upset coverage, your insurance company will pay to fix or replace your vehicle if it is damaged in an accident, regardless of fault, less the deductible you chose at the time you purchased the coverage."
This is the basis of no-fault insurance. Previously, you would have needed to file a claim with the insurance company of the guy that hit you; your insurance company wouldn't have been involved at all.
Something else: if you have a passenger in your car and they are injured and they have auto insurance, they would file a claim with their insurance company, not yours! Only if they don't have their own auto insurance company would yours become involved.
But who pays shouldn't affect your rate. What does affect your rate is who is determined to be at fault, which is a value between 0 and 100%. Note that this is who the insurance company deems to be at fault, not necessary who the police decides. This is something you should definitely find out from your insurance company.
