Does City of Chicago has the right to issue Expired Registration citations for out of state LPlates?

I'm not saying that CPD doesn't have better things to do with their time, but I do believe it falls within the scope of their duties.
In the city its worse, they hire thousands to walk around and find everything they can from tag, city sticker, no front plate etc.
Doesn't matter where the tags are from. If you want to ignore the tickets do what you are suppossed to anyway and switch to Illinois plates if you are now living here. I left a pile of parking tickets behind back in the day.
Don't think that would work today.
I know an accountant that used to send $5 to the city for a $50 ticket and it was cleared. NICE!

BTW, it's also a parking ticket to have tinted windows (forward of the rear windows) in Chicago, regardless of your state's vehicle registration or enforcement. As of January 2007 it's also part of Illinois Vehicle code (read it's a moving violation), only exemption is a "valid" medical condition.
