Does City of Chicago has the right to issue Expired Registration citations for out of state LPlates?

You don't get it.
They can pretty much do what they want. One could argue that having expired registration = no registration and they could likely impound your vehicle until you clear-up that little technicality. Chicago can't collect your registration fee, but they can ding you otherwise. The cop on the beat has no idea if your car is stolen or if you are a resident trying to duck paying for new plates. The fact is you are in violation of the law.
I'm sure that Florida gets their shot at you too.

And I got one in the parking lot at Palmers last week..they actively look for them after
the first of the month (mine on 10/2)...I'm pissed as I already renewed it (and the cop can see that on their screen obviously) but kept forgetting to put the dern thing on and it was in the car. Didn't want to confront the *** after i have had a few however.
In the city its worse, they hire thousands to walk around and find everything they can from tag, city sticker, no front plate etc.
Doesn't matter where the tags are from. If you want to ignore the tickets do what you are suppossed to anyway and switch to Illinois plates if you are now living here. I left a pile of parking tickets behind back in the day.

You mean you switched plates from a different state and they got lost?
Don't think that would work today.
I know an accountant that used to send $5 to the city for a $50 ticket and it was cleared. NICE!

Absolutely!
An expired plate means you have no proof of current ownership, you are lucky that you haven't been caught in a moving violation. It's a courtesy to issue you an expired plate ticket, technically, you have no right to drive the car.
BTW, it's also a parking ticket to have tinted windows (forward of the rear windows) in Chicago, regardless of your state's vehicle registration or enforcement. As of January 2007 it's also part of Illinois Vehicle code (read it's a moving violation), only exemption is a "valid" medical condition.

But yeah, that was back in the day. They JUMPED technology-wise, so now its way easier for them, AND THEY DO WANT THEIR MONEY !!!
I went to Canada last year, got a parking ticket in downtown Toronto, and another one in London. They couldn't trace me for the Torronto $25 meter ticket, but they did from London. Well actually, they turned it to a collection agency in New York.
