Does City of Chicago has the right to issue Expired Registration citations for out of state LPlates?

How can that be???
The "tinted window law" is there to protect Police from getting shot by gang members that put their tint for only 1 reason.
Thats what i've read. What does Florida has to do with that law in Chicago?

Illinois Plates only I think
Illinois requires front plates, so you will get a ticket if your Illinois front plate is missing. Michigan does not have front plates, no ticket. I'm only intimately familiar with how they do Illinois plates, my guess is that COC only enforces that on IL plates. Cost me a lot of money to figure out what is acceptable (lodged in the dash in the front window isn't)

Tinted windows is a DOT Law, State enforcement aside. DOT is no tint beyond 4in down on front windows and no tint beyond 6in down on windshield. So technically, chicago is only enforcing the DOT laws regarding DS and PS front window tinting in parking ticket revenue, IL State Law (amended Jan 2007)is only defining the State fine and vehicle code violation of the DOT laws (and additionally mandates no tint at all on DS or PS windows).
That said, 625 ILCS 5/12-503 (Amended Jan 2008) states that the moving violation is exempt with an out of State Plate, but be advised, the COC parking ticket is still legal. I had a visitor from FL (FL plate) contest the Chicago tinted window ticket with no luck.
Several States (incl CT and MA IIRC)mandate no tinted windows allowed on any glass.
