Default Bad camshaft timing tensioner? HORRIBLE NOISE NO BOOST

I have a 01 A4 1.8t Quattro, I put a brand new stock turbo and wastegate on it. Well there was a horrible storm and tornado warning blah blah, I was driving and a huge puddle came up very sudden. Would that put my car in limp mode? I've checked the ecu and it was bone dry, my tensioner is making a horrible noise louder than the engine at 2,000 rpm or less, but goes away at rpm's about 2 grand and still no boost. I reset the trip when the turbo was installed. There's less than 200 miles on turbo. Car is idling rough, I know it needs a new mass air flow sensor. Could the MAS and tensioner make me loose so much power like this? It take like a hole minute to get to 40mph. I have hunkooked the battery cables for 10 minutes plugged them back in plugged ecu back in, went on a test drive around the block and still no boost and no power, I have not scanned it yet but is my vehicle in limp mode due to the water "maybe a foot deep" and the tensioner and mass air flow sensor?
