You need to get a program such as Adobe Photoshop, or
Print Shop Pro, or if you have Windows XP, MS Paint will even do this a little.
You can also ask someone to resize a picture for you if you can't do it.

No, because MS Paint didn't work with jpg's until Win2k and XP
Before that it was all bmp files. If ME did this I would never know as I wouldn't waste my time even looking at that waste of code.
