make a picture smaller... for lets say a sig?

Default You need to get a program such as Adobe Photoshop, or

Print Shop Pro, or if you have Windows XP, MS Paint will even do this a little.

You can also ask someone to resize a picture for you if you can't do it.

MS Paint has always done this, no? Image-->Stretch/Skew and change the size percentages.

Default No, because MS Paint didn't work with jpg's until Win2k and XP

Before that it was all bmp files. If ME did this I would never know as I wouldn't waste my time even looking at that waste of code.
