Starting Problems in my 85 5ks

Well technically, it's not starting problems, but after-starting problems. It starts fine, even "catches" before my dad's new jeep. However, once the engine starts, it won't idle normally for less than one or two seconds, and then it idles at 1500 for a breif moment, and then back to the normal 900. It only does this when the engine is cold. THe colder the engine, the harder the start. Yesterday, I had to leave it overnight in 50°F. The next morning it was very hard to start, took about 2 minutes before the engine would finally stay idling. I start the engine normally, not touching the accelerator. After it catches it will not stay running unless I touch the accelerator (which I do). Again, the colder the engine, the harder and more tries it takes to finally start the car. I think it may be the cold-start valve, or maybe the ISV. I am thinking about cleaning both with some carb-cleaner, but wanted to check here first in case I am up the wrong road.
