Still the ISV?
I had a problem with the idle revving high (around 2200) rpm. I cleaned the ISV but no change. I got another from a junkyard and installed it. The idle is much lower now, but too low that it stalls. When I unplug the electrical connection from the ISV it runs fine....what gives? Could it still be a bad ISV?

I sounds like you have another problem...
the ISV is a solenoid valve, the fact that it changes when you unplug it suggests that the valve is at least working (although normally the idle should be a little low with the plug undone), I would look to maybe the idle switch, the switch itself can give problems, as can the connector to it (I have also had it out of adjustment). The switch is located on the throttle.

When first starting it cold, it starts right up, then idles close to 2000 rpm for about 10-15 sec. then drops to a point where it stalls. Is the idle switch inside the throttle body? I did see the WOT switch on top, but not the other.
