I've had success with carlsen... that said..
It seems as all Audi dealers are starting to get really nitpicky about their warranty issues. I'm not sure why, but it seems like this across the board.

You need to contact the California Bureau of Automotive Repair.
1) The emmisions warranty in California is very regulated, and "forced" on Auto Manufactures.

They will also investigate to see if they were pushing you off out of warranty. They offer Mediation, where if the shop doesn't conform, they can yank the shop's license.
2) Keep receipts... and get a 3rd opinion from another indy shop or dealer... this can be used against the first dealer in Small Claims Court and help with the BAR.
Auto Repair shops are scared of the BAR... especially on Smog related devices (which this falls under). The BAR is funny, I know of one shop that teh BAR forced the shop to place a huge (8x10 Foot!) sign on the front of the store that said that the State of California found that this store was committing fraud against it's customers.
