If you are out early, Clay's on SE Division makes some damn good BBQ in that price range. In the old days I would send you to Rose & Raindrop but that no longer exists. Springwater Grill in Sellwood is like Papa Haydn, good but toward the upper end of your range. You could do the spaghetti factory by Matrix. Or another favorite is the Harborside down on the water, complete with an onsite Full Sail brewery.

Has large portions of the best Italian food within the prices you reference. They are located off 170th and T.V. Hwy in Aloha.

GoGo's Mongolian is 100x better than Chang's.
No, it's not the type of establishment a name like that would make you think of. And neither is the bar next door (the G-Bar). Yes, that name is real, and its great Mongolian. Located on 206th & Baseline (edge of Beaverton/Hillsboro).
