Here's what I had done...
I paid $400 for a downpipe back system. You can probably just get a magnaflow muffler installed for around $200.

whether it can or not, you can't
It may be different outside of CA, but here in CA, you can't remove anything that came on the car.
So it may be possible to make a car that is EPA legal with the cats bypassed at times, but if the car is made with them then even if you would pass emissions without them it is is illegal to remove, bypass, or even relocate them.
As I said, this may only be CARB regulations, I'm not quite sure. After OBD II, I'm surprised when you are allowed to do something more often then when you aren't.
This is covered in Corky Bell's turbocharger book which I have at home, I'll look it up for sure. This is the same book where Corky says that cats only produce 2psi of backpressure and not to bother removing them. I would guess he knows what he is doing, the book comes highly recommended.

Re: anybody know any cheap upgrades for mufflers
After I installed my Remus muffler I wasn't realy happy because there was no change in sound or anything else. So we took of the Remus and started the car. Very nice sound but not loud at all. So we thought the biggest restriction is the resonator. We took it off, opend it from above and took everything out. After that we welded a pipe into the resonator with the same diameter than the rest of the exhaust. We closed everything and fixed it to the car again. No I have a nice deep tone and a noticeable increase in power. The best thing is, you can't see anything from this modification, only if you remove the resonator. It costs nothing.
