I need some opinions- what else would I be posting here for? I am planning on chipping my 2001 A4 and replacing the air filter. How necessary is changing the exhaust system? I am financially conservative and am not looking to have a street racing car, but rather just want to improve my low-end torque. Opinions please

Chip is your best bang for the buck. Adding a different exhaust would be cause for slightly greater power gains, but is not necessary.
Neither is an aftermarket air filter. Evo intake is worthy if that's what you're doing, but there's been studies that have shown aftermarket panel filters are ineffective in adding power and more effective at causing other concerns. Installing an OEM air filter will be fine, less expensive, and better in the long run. IMHO.

The chip alone will make a huge difference
Even with the K03 which spools right off the line, you don't feel the kick in the pants until 3k RPMs in my experiance (99.5QM 1.8T GIAC chip). You could replace the air filter, but don't expect any noticible gain.
