Since you guys over here are much more knowledgeable about boost.......
I was wondering if you could help me troubleshoot something.
I'm almost getting full boost but it's not coming on strong at all, it's very odd because it seems like it has to build up pressure. It starts off at 11psi @ 3500 rpms then gradually reaches 15psi @ 6000 rpms (if I'm lucky). BTW, cat and turbo are new.
It's not fast at all, wondering if you guys might have any ideas.

Try logging block 002...
it will tell you MAF vs. RPM and might show a boost leak.
You might have a bad bypass valve, the TT valve can be had for about $30, so it's cheap insurance over a high mileage stock valve (if you haven't replaced it yet)

could you clarify?
do you mean that if he logs his MAF g/s and its normal but hes still running rich, he can tell if he has a boost leak? i can see that.
how would bad maf g/s readings mean a boost leak?
