what does a rust colored spark plug tip indicate?

My car is a little down on power and not running right. it seems to be running richer then it should. does the the red color indicate anything about the motors runnign condition? I've heard it can be caused by fuel additives but i dont know if this is true. I have run 100-104 and toluine spiked 93 from time to time.

Looks pretty normal to me; reddish-brown acceptable . . .
It depends often on many factors: type of gas you use, additives, spark plug gap, compression, carbon deposits, oil leaks, O2 sensor condition, et cetera.
I would just clean-up the plugs, double check the gap, put them back in for a 1000 "clean" miles (i.e., no toulene or other additives), and see what they look like.
