At what RPM's does the A4 switch gears?

In auto mode, it depends on the version level of the tip chip ...
this question is almost impossible to answer without a shift-point chart because it involves current gear, vehicle speed, and Throttle position.
That said, under light throttle, shifts can happen at 2100 to 2200 RPM, depending on Tip Chip version level.
FWIW, engine doesn't seem to hit fuel cut-off, 'cause shifts occur at redline line (WOT, of course).

my 99.5 tip does this...
if i floor it in auto mode, it shifts at 6250, which is the indicated redline on the tach. if i take it into tip mode and let her rip all the way up, it stutters off a fuel cut at 6500, and then shifts after that. i would assume that most tips are the same, and from what i hear, the manual has the same fuel cut built in.

Doesn't APR remove the redline or move the cut-off up in RPM? I swear...
my 99.5 has never hit fuel cut-off. My 99.5 has the Audi upgraded Tip Chip "800 927 156 CL", originally was same number but with "BM" suffix.
The "BM" revision level was really sh*tty, if I stopped too fast I would feel a BIG clung when the tip would downshift into 1st.
The newer "CL" version of Tip chip moved up the shiftpoints, and downshifts with much less throttle application.
It might be that the CL version shifts at redline in either Auto or Tip modes. I don't know, but honestly, I've never bumped the rev limiter.

Do you know if this will work with earlier Tips?
I tried to get this (after I heard about it) under warranty by bringing it in with a complaint of "power loss from upshifting too soon," but they just told me that's normal and there was nothing they could do. Sure it is normal as in operating as designed, but it is not "normal" to me when compared just about any other auto trans!! I mentioned that there was an upgrade available, and even a TSB for Tiptronic Passats. No dice.
Disabling the kickdown in Tip mode solved one of my major complaints with this trans. This is the other one. I'd almost be willing to spend $500 for a new TCU just to fix this if I knew it would work in my car.

well, yes and no...
apr does remove the old fuel cut-off and move it to 7200, but it has no effect on the tip transmission. as far as tip knows, its still supposed to shift when it hits 6500, so it does so. maybe i am wrong, and this is not a fuel cut at 6500, but there is a definite hesitation before shifting. it might be the transmission lag, but it really seems like a fuel cut. i can trick the transmission on a 1-2 shift though. if i floor it from a stop and never touch the shift lever, it will go past 6500 to about 6800-6900 before it shifts. i think this is just the tip programming catching up with the engine thats revving to fast for it. JMHO.

The only down side of the "CL" suffix tip chip is...
in auto mode it will downshift at only 5 psi of boost, even in 5th. So I have to run in Tip mode 99.5% of the time to avoid this.
Anyway, Audi gave me this tip chip to placate my complaints about feeling the Bosch firmware screwing with the ignition timing (feels like mild bucking to me). The "CL" tip chip along with everything else I've said, only allows the torque converter to lock-up at 48 mph (38 mph in tip mode). This definitely does "mask out" the mild bucking that bothered me.
