I don't know about Philly area but, I've used Wheel Collision Center in Bath PA several times.

a little outside of philly right on philmont ave near huntingdon pike i think theres a wheel repair place. my brother bent the **** out of one of his wheels a few years back from a pothole and had them repair it. did a decent job on it... can't really remember the name of the place though
