Drunk Driver coming to CO [long]

Ok, so two weeks ago, my step father (age 71) is driving down the freeway to work in Phoenix, doing the speed limit of 65mph in the right lane, at 7:30am. He gets REAR ENDED (!) by a drunk driver who was passed out at the wheel and probably doing 80-85mph at impact. According to witnesses he was accellerating when he struck.
After impacting the rear of my step father's car (a Kia Sorrento), the drunk driver's car comes up along the passenger side rear quarter panel and makes a second impact, causing my step father's car to turn right, and head straight into the concrete barrier on the right side of the freeway.
The two cars travel together, hard against the barrier, for 423 feet before coming to a stop. My step father's car rode up the barrier and he was sure it was going to flip but some how it stays on it's tires.
The airbag deploys, breaking my step-father's sternum, but otherwise he is fine. The drunk driver is injured, and taken to a hospital but not arrested (apparently police there can't arrest an injured person? details are sketchy on this).
Apparently this is the 2nd time this guy, who is in his fifties, has had a drunk driving accident. The other time apparently was in Indiana.
The thing that burns me up is that all that has happened is that there is a warrant out for this guy for a class six felony (reckless endangerment I think) and he is reportedly moving to CO. The cop told my step father that there is little chance he will be arrested in CO and extradited to AZ. WTF??
If any of you in law enforcement or the legal profession who can shed light on how to get this guy I would appreciate it, thanks. And I can get details like the guys name and info, etc.
One thing is for sure, he will get caught sooner or later. Let's just hope he doesn't kill someone first.

Police wont take the time to do this for you...
they are too busy out setting speed traps for the sober law obeying tax paying citizens of the community. Drunk drivers are the least of their priorities. At least, it seems that way these days.

Although I don't condone drunk driving at all.... Using undercover cars for these speed traps is...
Absolutely stupid and defeats much of the purpose of traffic enforcement IMO.

If the guy has a felony warrant it will show up on NCIC when his license gets run...
The only problem is you have to wait for him to get pulled over doing something stupid. We can't just pull him over and run him. We need a valid reason to pull him over to start with. Not sure why AZ didn't hook him up after his visit to the hospital. They must have at least written him a summons if there is a warrant out for his arrest now, most likely for failure to appear on the charges. Sorry about your step-dad, hope he heals alright. Hope that info helps a little bit at least.
