Operate Homelink without car on??

Operate Homelink without car on??
Is there a way to have the Homelink garage door opener active without the car being on? I want to get in the car and then open the garage door, then stat the car.

Push the start button without your foot on the brake to turn on the electronics. Just out of curiosity, don't you have a wall control panel to open the garage door before even getting in the car?
