Audi Data Capture--$100 in my pocket
OK. The OBD Procurement Engineer from the Test Center in Westlake Village, CA just left my office.
The data capture is related to emmissions only and limited to 15 vehicles (2007) in each engine group with mileage ranging from 3,000-10,000+-. This includes all VW, Audi, Bentley, Lambo, etc.
This data capture is required by CARB (California Air Resources Board) and has been in effect for the last couple of years. The data is reported to CARB.
This data is NOT captured by dealers during regular service.
He simply plugged in an OBDII scan tool, attached it to his laptop and captured screen shots of the emmissions numbers. Everything was normal. No issues. And he gave me a check.

Oh, that makes sense...California...
I think I heard something about that, field testing to verify initial emissions figures. I guess stalag California doesn't trust the mfgrs, or just another mechanism to get their grubby little fingers in our lives.
Well, you made $100, so what the heck.

Yeh, still a mess, the state has driven a lot of business away...
over the years, and its answer is to just tax the remaining businesses and inhabitants even more to make up the lost revenue.
