Not quite - the ECU did in software what that older hardware did.
On the older cars, it was fun to disable the electrical connector to the hardware and get a good series of pop-pop-pop. Not nearly as dramatic as turning off the key with the gas pedal on the floor for a brief coast-down, then switch the key back on. BOOM! Hahahahaha. Used to be a fantastic attention getter when we were 16!

Going back further...
On my V6 German Capri's(1976 and 1977) there was a vacuum decel valve/diaphragm behind the air(smog) pump. Also a small inline check valve to prevent reverse vacuum flow. These were there specifically to prevent backfire under decel.

Yes, I was a certifed Fiat mechanic back in High School/College - about the timeframe you mentioned. Unlike the Maytag Repairman, there was PLENTY of work avail. if you could fix a Fiat!
