What is deal with the "Felt" wheel well linter?

What is deal with the "Felt" wheel well linter?

Never seen anything like it. Why did they do that? sound deadening? How do you keep them clean?

Yep is right, more specifically it's to quiet the rocks that fly up in there on nonpaved roads.
