Will putting aluminum foil directly over front of headlights with hibeam on help them heat up faster
Need to loosen up the plastic in the housing by giving it a little bit of heat to help remove a 'fused' city light bulb.
Would aluminum foil over the front of the housing be too dangerous (ie raise the temp way too quickly and too high??)
I plan on running the high beams for a bit before trying to remove it again, but I'm not sure enough heat will build up in the housing by just running the high beams without a front 'reflector'. I figure I need about 10-15 degrees of 'extra' heat over stock running temps.

sure it will, but i still don't know if that's the solution...
the orig problem of melting was caused by high heat(incorrect wattage?) and now you want to try ad duplicate it?
disconnect the battery and try cutting away remaining plastic fastener with a pocket knife or exacto knife blade. then splice in a new connector, soldering the wires(not cold solder!), AND get the right bulb back in there...IMO.
