Default Black soot on Rear Bumper and Trunk - any Ideas?

I am having some problems with a black soot on bumper up the back of the trunk. The paint color is 5 shades darker on the back end. I am just wondering if this is normal or if the weather here in Wisconsin is contributing (it has been -15F the past 4 days) I just washed the car on Thursday and by Sunday the rear was black already. Car goes in on Thursday to have a check-up any ideas before I go would be helpful

You're gonna burn richer, longer in these temps which can contribute to a 'sootier' exhaust.

Default Correct, the ECU runs rich to warm up the Cats quickly

It's an emissions thing due to problems like the Denver brown haze in the winter.
