My state DMV indicates:

Front plates are optional only if 1) the vehicle was not designed for a front plate and 2) the manufacturer did not provide an add-on bracket or other means of displaying the front plate

So, if I purchased an S4 that came with a front filler plate could the cops still ticket me for not having a front license plate?

I really don't want a front licence plate, but I don't want to deal with the hassel of having to purchase a new front license plate holder if I ever get caught.

If you don't want to deal with the hassle, then you're not committed so don't do it, imho.

...acknowledgement that the front bracket is available. That's how they get out of the liability of being "blamed" for not installing the front bracket for the license plate.

So, if you decide to forego the front bracket, be aware of who's really liable.
