Default Somebody tell me I am hallucinating

So I installed my rims about 2 weeks ago, then I had STS check the balancing on them today because I had a slight vibration when the speed picked up. Still had vibration after they did the balancing. I went to another shop in town and the guy said that regardless of the balancing the steering will is always going to vibrate and shake?? How is this possible?? Or am I am just totally missing something. Any help is appreciated.

missing/wrong hub centric rings on the rims?

Default they gave me a set

is it possible they could be the wrong ones? and how the heck do I find out. the ones they gave me fit perfectly on hub.

sometimes over-tightened lug bolts will make it shimmy. loosen them and torque to spec.

take off wheel, remove rings from wheel, test fit in wheel hub.

Default also tighten in a star pattern followed by a circle pattern

Another thing, when tires have just been mounted the tire lube takes about a week to completely dry, during this week if you accelerate or stop hard it's actually possible to spin the tire on the rim which would cause an imbalance.
