Any ideas why my A/C smells like mildew when it's in econ mode, but not A/C mode?

Any ideas why my A/C smells like mildew when it's in econ mode, but not A/C mode?
Could it be the filter? Anyone else have the problem? It didn't used to do this. Not to mention I live in TX so it would get dried out pretty quick if it was some condensation.

Because the element is warmer than when the air is "on." The cold of having the air on masks the
mildewy smell that is always there. Kind of like how bad meat smells fine when its frozen, but smells worse and worse as it warms up. Just a guess.
