I edited the site to include that ....
applications forms will appear in the Summer <i>quattro quarterly</i> and on-line around the 15th of July. Then, there will be a "postmark no earlier than" restriction of around July 25 or so, to make it fair to everyone and give everyone an equal chance to get in.
