Probably not..
BMW folks have been using the Axxis pads in droves as a daily street pad with very good results. It's a popular pad and works well on the street.

As a point of reference, though, I had a *miserable* time with those pads...
Near zero stopping ability in rain... fighteningly so. It wasn't a bedding problem, either, and others I know who had them had similar experiences.

The Ultimate is a great street and Autocross pad. Coef of friction is typically .38 and fade does not begin until 850 degrees, versus approximately 700 for stock pads. Ultimates are easy on rotors. The pad is medium dusty. I have run this pad for over a year on my M3 daily driver and it is the standard pad we ship with our Brake kits.

George please give us a call, I would like to know the specifics. Although you say it was not a bed in issue, we have found that most people are not aggressive enough in establishing the uniform transfer layer. We are considering doing a video showing the bed in procedure. When we have bedded in pads for customers, the typical comment was "wow I didn't know to be that aggressive" We examined a customer car that had similiar complaints with over 1500 miles on the rotors and pads. The pads looked like they came out of the box and rotors still had the cross hatching from the double disc grinding process.
There are many other more aggressive pads that have lower MOT (Maximum Operating Temperature) but have a higher coef of friction cold. For example Hawk HP+ is better on the first stop of the day but fades much sooner based on our tests. HP+ is way too noisy for most street drivers. The rated MOT for AXXIS Ultimate is over 900 degrees F but we do not recommend running the pads at these temperatures. This pad has become the pad of preference for the WRX crowd.
