Better to have 2 new tires on front or rear? replaced blowout + spare.

You want the better of the tires on the rear. In the event the car is on the edge of hydroplaning you'll feel the front start to go away sooner (in the steering). Some may argue you want the steering wheels with the most grip but you've already got the advantage of all that weight up front helping things along.
Also, better tires in the rear mean the car will generally push (understeer) first if you enter a turn too hot. Understeer is safter instead of the rear coming around on you.
