Don't feel too bad, it's a complex subject
If you are interested (and it seems that you are) you may want to read up in the various online resources on this subject. I'm sure that will impress the folks who are promoting you in a while (congrats on that btw). It will impress your customers too though. Just be sure you get the facts straight in case you run into an opinionated b*st*rd like me :-)

What software do you use?
I think VideoWave, VideoStudio and MediaStudio all allow you to extract the audio portion of a video file and save it separately. Then encode it with any of the freely available mp3 encoders.

I have Ulead Videostudio 4.
It came with the firewire card I bought off Ebay. So far, its a pretty good program, but I have yet to use/experiment with all of the functions of it.
