I moved to the Bay Area from Seattle, and I liv with two guys from Oregon. When bringing a car into California, the DMV does a physical inspection of the car to see if it has the California Emissions kit. It's like 300 some odd dollars to modify a Non-CA car. Then, when you register the car here in CA, you have to pay the Sales Tax difference between where you bought it. In my case with my original 90 quattro, the sales tax was the same in WA as it was in CA. My friend from Orgeon, however, had to pay the Sales Tax that he would have paid had he purchased the car in CA. Legally you have to have the car kept out of state for 3 months each year not to register the car in CA. If you work in California, you have to get California ID/Drivers License. If you have a CA drivers license, you can't have the car registered out of state. It's a ticket. Anyway, I hope this helps; maybe things have changed since last year when this all happened to me.
