can i check my ic hoses without putting my car on a lift?

of course, just drive up on ramps or put it on jackstands...
FWIW you can get to pretty much every intake related hose in the car just by doing the above and of course removing the plastic underbody shield...just need a few socket extensions + swivel joints
Those bolts on the IC hoses are 7mm and you'll want a pretty long extension to check the outlet IC hoses from up top
