Metal bar up top in the cowl area? If so yes.

Default I have no idea what you're talking about...

Where are you talking about?

when you say one end of the frame rail to the end of the other, to me, that means the bumper support, or the front clip, or something like that.

<img src="http://ctny.audiworld.com/mark/s4/stg3_removal/dsc04732.jpg">

Find a photo that has it in there.

Look through some of these:
<a href="http://ctny.audiworld.com/mark/s4/stg3_removal/" target="_blank">http://ctny.audiworld.com/mark/s4/stg3_removal/</a>
<a href="http://ctny.audiworld.com/mark/s4/maintenance/engine_pull/" target="_blank">http://ctny.audiworld.com/mark/s4/maintenance/engine_pull/</a>
<a href="http://ctny.audiworld.com/mark/s4/maintenance/timingbelt/" target="_blank">http://ctny.audiworld.com/mark/s4/maintenance/timingbelt/</a>

Do you mean the part shown below that bolts into the end of the frame rail? Which the bumper support then bolts to? By "loop", did you mean "tow hook"?
